Sept 4, 2021: US President Joe Biden’s election campaign catch phrase may have been “America is back”, but his neutral withdrawal from Afghanistan shows that the country is unlikely to return to business as usual.

Aside from the shock of the Kabul withdrawal, Biden is taking a major step back: stopping the use of vast military resources to rule the planet and impose American values everywhere.

In his historic speech after the final withdrawal of US forces from Afghanistan, ‘This decision about Afghanistan is not just about Afghanistan, it’s about ending an era of major military operations to remake other countries.’

‘Human rights will be at the center of our foreign policy but the way to do that is not through endless military deployments,’ he added. ‘Our strategy has to change.’

For Americans who see their country as a unique, invincible superpower of the Cold War era, a supreme military strategist as seen in major military interventions everywhere from Iraq to Africa, this is a shock.

For the most part, though, polls suggest Biden’s about turn is likely to be popular amongst voters.

On the one hand, Biden’s presidency is widely seen as a denial of the Donald Trump administration. It is true that from the decoration of the White House to the re-entry into the Paris Climate Agreement, the moment Biden entered the Oval Office on January 20 was changed. However, in this case, Biden’s policies are reflective of the Trump era.

According to poll conducted by the Washington Post and ABC, in regards to Afghanistan in particular,  77% respondents show strong support for the US exit even after the chaotic manner of evacuation.

While Biden is radically different from the isolationist Trump, he is eager to form international alliances . In Biden’s view, the United States may not be a great global police force, but it can be a friendly community leader.

The new US administration has put Washington at the center of tough negotiations between the major powers and Iran over its nuclear policy, climate deal and traditional alliances such as NATO.

Biden’s trip to Europe in June for the G7 and NATO summit, Biden’s only foreign trip to date,  is symbolic of a global united front with the US’s allies.

Now, though, some of those allies are nervous and frustrated, some analysts say, particularly over the lack of coordination and credibility demonstrated in the recent withdrawal from Afghanistan.

European regimes along with Arab partners are all accustomed to a close relationship with the US and so are left wondering after what happened in Afghanistan, sowing trepidation in a region that is used to US intervention.
