The leaders of the Shanghai Cooperation Organisation (SCO) on Monday “strongly condemned” terror strikes inside Pakistan, including the Jaffer Express bombing and the Khuzdar attack on May 21. “Member States also strongly condemned the terrorist attacks on Jaffer Express on 11 March and in Khuzdar on 21 May 2025,” it noted.

The declaration also condemned the April 22 terror attack in Jammu and Kashmir’s Pahalgam, but the joint declaration steered clear of naming Pakistan and, despite India’s long-standing charge that Islamabad provides a safe haven to terror outfits.

In a joint declaration issued after conclusion of the summit in China’s Tianjin, member countries, including China and Turkey, expressed “deepest sympathy and condolences” to the families of those killed and injured in the attack and stressed that the perpetrators, organisers and sponsors of such acts must be brought to justice.
