It is an undeniable reality that the postings of government employees are largely determined through the patronage of local MNAs and MPAs. When a Deputy Commissioner or Superintendent of Police is appointed under such influence, their authority inevitably becomes subservient to the whims and dictates of the political figures who facilitated their placement.
Consequently, officers’ allegiance shifts from the state and its people to these local power brokers, forging a strong and problematic nexus between bureaucracy and legislators. This has become a system to which we, as citizens, have fallen victim where the people themselves are reduced to mere pawns in the hands of officers and politicians alike.

Why can’t we restore all restricted areas to their original state? Apart from Maryam Nawaz, no other leader appears to possess either the capacity or the courage to initiate such a bold corrective operation. In one of my earlier articles, I categorically emphasized that the head of the province, the Chief Minister, must personally visit every district, preside over its development committees, and engage directly with the notable citizens of each locality. Only then can the genuine and urgent needs of the people be accurately conveyed and addressed.
Elected representatives, bound by their personal networks and the demands of favored constituents, too often squander public money on appeasement rather than necessity, an indulgence our impoverished nation can ill afford. Madam Maryam must impose an immediate ban on frivolous development projects and ensure that not a single rupee is wasted. The foremost responsibility is to resolve the long-standing structural issues that have perpetuated the suffering of the most vulnerable.
Under no circumstances should large-scale projects be entrusted solely to local contractors or agencies, for experience has shown their repeated failures. Instead, such projects should be executed under the direct supervision of donor agencies, with their own engineers and experts overseeing the work. Our bureaucracy, contractors, and related institutions have proven themselves incapable of delivering with integrity or efficiency.

I take no satisfaction in stating these hard truths, yet reality compels me to do so. As Tehsil Nazim, I once signed a tripartite agreement with the CEO of JICA and the Secretary of Local Government. It was a grant not a loan intended for the establishment of a large-scale waste treatment plant. The agreement was finalized, yet, due to the intervention of vested interests from Ghazi Khokhar, the project was abruptly derailed at the behest of the party leadership. What could have been a transformative initiative came to nothing, leaving us to suffer year after year from recurring floods and their devastating aftermath.
The situation today is nothing short of alarming. The only way forward is collective action guided by sincerity, transparency, and freedom from political manipulation. If we truly wish to mitigate the misery of the helpless masses, we must undertake development the right way fairly, justly, and without compromise.
