Letter Writing Practice among Departments Delaying Matters: CJP
ISLAMABAD, August 06 (Online Int’l): Chief Justice of Pakistan Gulzar Ahmad has rejected the report filed by IG Police on the abduction of the journalist in Mati-Ullah Jan contempt of court case declaring it unsatisfactory.
The CJP remarked that the practice of writing letters among the government departments is causing delay in matters. It is not known why the police don’t send any person to the institution from where cooperation is sought. Salary is not given by the government only for writing letters. The Court wants a reply. The more delay is made in filing a reply in Mati Ullah Jan abduction case, it will cause loss only to them. The contempt of court proceedings can not be prolonged.
A 3-member bench of the SC presided over by CJP took up for hearing the contempt of court plea posted by Mati Ullah Jan on his tweet.
The court while addressing the IG Police during the course of hearing of the case said “you should get the information from the institution personally from where it is required. Mr IG, no training is given to the police. Everyone is doing work like the ‘Baboos’. This happens in every case. Officers don’t know at the present time how to conduct inquiry.
The court further observed, “You have escaped by filing a 2 pages report on the incident. You don’t know how to carry out investigations. In what era you are living Mr IG? What do the letters mean? You were to conduct an inquiry. Your officer holds an inquiry then he should take care of time. Officers did the job of ‘Baboos’. Only letters were written. Go and complete your file just now. The practice of writing of letters will not work. This way it will take too much time.
Journalist Mati Ullah Jan took the plea before the court that he could not get an opportunity to make consultations with his lawyer due to Eid-ul-Azha and police investigation. Therefore, the court should give him time for filing a reply.
The court while giving time to journalist Mati Ullah Jan for filing a reply and IG Police Islamabad for completing the file, adjourned the hearing of the case for one month.
