Certainly CAA Pakistan is a Big Mafia

If any down gradation of CAA is done by ICAO, than CAA Pakistan has to be held responsible for any further loss to Pakistan’s aviation industry.

1. For the recent CAA licensing scandal, the CAA Licensing Department, an important component of CAA Regulatory brought bad name to Pakistan through cheating and deceiving the examination system in corroboration with CAA IT department. Although hundreds of Pilots have lost their job due to hassle by CAA and Aviation Ministry, but real culprits from CAA IT are still the favorite babies of CAA Pakistan.

Now we are heading for another disaster, as unprofessional and unassertive Air Traffic Controllers are dumped in CAA licensing branch to judge the competence of all Pakistani Airline Transport Pilots and general Aviation Commercial Pilots.

Manifold warfare against Pakistan

We have the glaring example of recent PIA A320 crash at Karachi, where an ATC controller failed to exercise his legitimate authority to order a go-around, when the approaching aircraft was not stabilized on the final approach for landing, but now CAA wants the same bunch of Air Traffic controllers to run the affairs of CAA Licensing branch.

2. Now, it is heard that Licensing Branch is being upgraded, as a separate Directorate and will be headed by a controller with no knowledge of highly specialized aircraft piloting studies. The job description of Head of CAA Licensing Branch has to be nothing less than an ATPL holder pilot. Deployment of non-flying head of CAA Licensing would be a compromise on CAA standards and International regulatory practices.

3. Whosoever in CAA Pakistan has given this unwise idea, he has done another dent in the already disgraced and unreputed CAA Pakistan. It is high time for aviation Ministry to keep eyes closed and let such stupid negligence occur in CAA Pakistan. There is plenty of highly qualified pilots in general Aviation, Flight standards Directorate and in the airlines, who are qualified from international flying institutions and have the capability to bring the CAA examination system in line with the International Aviation and safety standards similar to FAA and EASA.

4. In view of the already deplorable situation of CAA Licensing it is more wise to outsource the CAA examination system under strict vigilance by Flight Standards Directorate, which has the plenty of highly qualified and highly paid flight Inspector pilots, who could be utilized to review the examination system of CAA Licensing branch.

Aviation Ministry should also get couple of regulatory experts from ICAO to improve our system in line with ICAO standards. We do have the expertise, but we lack in moral strength, honesty and devotion to improve our institutions.

The incompetence of CAA licensing is confirmed from the fact that since the speech from Aviation Minister not a single examination has been conducted by the licensing branch. Even today nepotism is going on in clearing the suspected fake licenses.
