In a startling turn of events, the Commissioner of Rawalpindi has confessed, after a lapse of eight days, to his involvement in election rigging. He not only acknowledged his role in instructing his subordinates to engage in such malpractices but also advocated for his own capital punishment, along with Chief Justice Faiz Esa and the Chief Election Commissioner, whom he accuses of complicity in the conspiracy.

Several questions arise from this revelation: who stands to benefit the most from these actions? And why have the Chief Justice and the Commissioner of the Election Commission of Pakistan been implicated in this controversy?

It’s important to note that the judiciary does not play any direct role in the issuance of Form 45, 47, or 48, nor are judicial members appointed to oversee polling procedures or vote counting. Therefore, the inclusion of the Chief Justice and the Commissioner of the Election Commission seems unfounded.

Even if the Chief Election Commissioner were to order the Commissioner of Rawalpindi to engage in rigging, and the latter refused, the Chief Election Commissioner lacks the authority to enforce compliance or suspend the Commissioner. This allegation lacks legal merit, as the Chief Election Commissioner holds no power over the Commissioner of Rawalpindi.

While it is known that the Pakistan Tehreek-e-Insaf (PTI) opposes the two individuals named, it remains unclear why the Commissioner of Rawalpindi would demand their resignation and punishment.

According to sources, the Commissioner of Rawalpindi is not a part of the District Management Group (DMG) and received promotions through Monis Elahi, who facilitated his promotions via Chaudhry Pervaiz Elahi. Additionally, he was due to retire on March 8, 2024.

The ongoing controversy surrounding Form 45 and Form 47 also warrants a comprehensive inquiry by a commission. The Commissioner must provide concrete evidence of the involvement of the Chief Justice and the Commissioner of the Election Commission; otherwise, strict disciplinary action should be taken against him.

Furthermore, political parties should be given a deadline to form a government, and independents should be given a timeframe to align themselves with a political party. Delaying these processes only breeds uncertainty and creates opportunities for malicious activities.
