The list of the most corrupt bureaucrats who allegedly worked for Farah Gogi and Buzdar during the Tehreek-e-Insaf rule in Punjab was obtained by Baaghi TV.

When Usman Buzdar became the Chief Minister of Punjab, Bushra Bibi earned through Farah Gogi. The bureaucrat and the police officers during the PTI regime not only kept their loyalties.

1. Dr. Raheel Siddique, Principal Secretary to CM – (connection- Buzdar, Farah Khan, South Punjab grid, and informer against Shahbaz Sharif govt). He started taking bribes in posting transfers when he first took a heavy amount to Tariq Bokhari PMS and posted him as DC Sheikhupura in December 2018. A series of such instances followed thereafter. He was the principal character in getting issued the license of liquor in Lahore after the receipt of a huge bribe and where Farah Khan and Buzdar’s share was taken by Taimur Buzdar, the DPO Sahiwal. The case was initially taken up by NAB in which Buzdar and Raheel Siddique made the safe goat of then DG excise Mr. Gondal.

2. Dr. Shoeb Akbar, Principal Secretary to CM – (Buzdar, Farah Khan & south Punjab grid). After the departure of Raheel Siddique, Dr. Shoeb served his masters I.e Buzdar and Farah Khan’s interest, and suggested new means and ways of indulgence in corruption. He surrendered to the federal government on the complaints of his and Asif Bilal Lodhi’s involvement in the Lahore Ring road land scam (Bahria town Lahore fame).

3. Tahir Khursheed – Ex Commissioner DG Khan, Secretary C&W dept and principal Secretary to CM. (Connection – Buzdar and his family, Farah Khan, Ahsan Gujjar, Khawer Maneika, Mosa Maneka). He took up the corruption and corrupt practices to new heights and extorted money in posting/transfers from AC to Commissioner and Secretaries and in all development projects and shared them with Buzdar, his brothers, Farah Khan and Manekas. He was aided in money minting and corrupt practices by the following who directly acted as Maafia agents to extort money from officers, projects, etc, and played the role of collectors of money on behalf of Buzdar, Farah, TK group (Aaamir Jan Secretary energy, the most corrupt officer in energy department, health department. Capt Asadullah Secretary C&W. Noor Mengal Secretary Local govt. Asif Iqbal Lodhi Commissioner Lahore. Shehrayar Sultan Secretary Food/Services. Saima Saeed Secretary Services. Mubashir Maken PSO to Buzdar. Haider Ali PSO to CM. Capt Ejaz PSO to CM/ DC DG Khan. Tahir Farooq additional Secretary to CM/DC DG Khan. Muhammad Akhtar PSO to CM. Ahmed Raza Sarwar Secretary Cooperatives. Naeem Bokhari Secretary provincial transport authority. Capt Usman Younis Secretary of Health. Nabeel Awan Secretary health. Mosa Raqza political assistant DG Khan/ DC Bhakkar/ Muzaffargarh. Mehtab Waseem DC Mandi Bahauddin/ DC Rahim Yar Khan. Khawja Sohail DG FDA/ DC Gujranwala. Danish Àfzal DC Lahore / DC Gujranwala. Amir Kareem PSO to Buzdar and DC Multan. Mudassir Riaz Malik / Commissioner DG Khan, DC Lahore / DG Social welfare. Saleha Saeed ex DC Lahore, DG Excise, and special Secretary health remained the most corrupt woman aided by close relatives Ayesha Hameed and Usman Moazzam, two of the members of the corrupt gang under Farah Khan and Buzdar. Babar Hayat amassed amounts in reverting the patwari system and abolishing SS govt digital initiatives and amassed huge amounts in the recruitment of patwaris. Ahmed Aziz Tarar DG LDA, ex-Secretary to CM who kept LDA on sale for this corrupt mafia. Sara Aslam ex Secretary education. Iram Bokhari ex Secretary of energy, Secretary of education, and Batchmate of TK. (This group enslaved the whole administrative setup of Punjab and even the posting transfers of ACs and ADCR were not spared and money was extorted by them. The main members of TK Group were Tahir Khursheed group other being Amir Jan, Shehrayar Sultan, Capt Usman Younis, Nabeel Awan, Imran Skinder, Iftikhar Sahu, Mudassir Riaz Malik, Iram Bokhari, Javed Akhtar Mehmood, Noor ul Ameen Mengal, Ahmed Raza Sarwar, etc. The group was later extended with the inclusion of Hamid Sh, Iftikhar Sahu, Saqib Zafar, Zafar Iqbal Commissioner Bahawalpur, Javed Bokhari, Dr. Farah, Danish Àfzal, Babar Tarr, Ali Murray’s were part of corrupt chain patronized by Buzdar, Raja Basharat, Asif Naki, Hashim Dogar Capt Assad C&W, were the rotten eggs. These corrupt officers were protected and patronized by Pinki, Farah, Buzdar, and CM office on the turn for their financial services to Pinki, Farah, Buzdar, Manekas, and Gujjar.)

4. Sheryar Sultan (Connection – Bushra Pinki, Farrah Khan & TK). Having a gaddi nasheen cult, he was having very close relations with Bushra bibi and IK. He was reportedly the spy of Bushra bibi and also gave information to IK about the SS family. He has been involved in food scandals and earned huge grafts as Secretary of food and earlier as director food. He also served as Secretary of cooperatives and as a tool of TK managed around 40 plots in various cooperative societies for himself, family members, Bushra Pinki, Farah Khan, and Buzdar. Known to be a disguised corrupt man.

5. Javed Akhtar Mehmood, Ex-Commissioner Multan (connection – Buzdar, TK & Farah Khan). He managed the Buzdar family and TK and paid hefty monthlies to them as Commissioner Multan.

6. *Noor Mengal, ex DC Liyyah, Sahiwal *(connection – Buzdar, Farah Khan and TK). He paid Rs 5 crore to Buzdar first as DC Liyyah and then as DC Sahiwal. He earned Rs. 30 crores from both slots. He used the Balochi grid to land in Punjab initially and then became part of the TK / Farah Khan chain to get the postings of Secretary local govt and then as commissioner Pindi by giving hefty amounts to Farah Khan and TK.

7. Zeeshan Javed Buzdar. (Connection – Usman Buzdar, Umar Buzdar). He was first placed as DC Sahiwal and then as DC Sialkot. He was the one who rigged the Sialkot elections last year. He was Buzdar’s frontman and collected money for him.

8. Babar Bashir. (Connection – Usman Buzdar & Umar Buzdar). He paid Rs5 crore to Buzdar first as DC Liyyah and then as DC Sahiwal and earned Rs. 30 crore from both slots.

9. Amir Aqiq. (Connection – Farah Khan group). He was posted as DC Okara and then as DC Pindi after giving hefty bribes to the Farah group. A case was registered against him by ACE Punjab during the tenure of Shahbaz Sharif.

10. Dr Zeeshan DS to CM. CM former ADCR Toba Tek Singh was the frontman of Amir Jan Secretary to CM who managed postings for many officers by taking money and iPhone. He got posted to many ADCRs by taking bribes.

11. Rana Abdul Shakoor. Registrar Cooperatives Punjab. (Connections – Buzdar, Farah khan, Raja Basharat and Monis Elahi). Backed by Raja Basharat and Monis Elahi, Shakoor stuck a deal with Farah Khan through the agency of a media tycoon and Raja Basharat minister cooperatives and paid 5 crores for his posting as registrar Cooperatives. He ousted his predecessor registrar Cooperatives who was earlier posted on the intervention of the establishment and had refused to obey the illegal demands of plots by this group headed by Farah Khan.

12. Manzoor Nasser, DG ACE Punjab. (Connection-Buzdar, Farah Khan, Buzdar brothers, Fiaz Chohan, Raja Jahangir Anwar). He is reputed to sell his mother for the sake of money and publicity. He was posted as DC Gujranwala by Raheel Siddiqui and later as MD Punjab Text Book Board and CEO Tevtta, Secretary Transport, and now as DG ACE upon the intervention of Farah, Buzdar brothers, and Shahzad Akbar. He recently arrested PMLN Senator at Rawalpindi on the directions of Sheikh Rasheed. Manzoor Nasser paid 4 crore on various times to get postings on MD Punjab Text Book, CEO Tevtta, and now as DG Anti-corruption. It is pertinent to mention that former DG Anticorruption from police earned Rs over 1 billion in his tenure of two years before giving his place to Manzoor Nasser.

13. Gohar Nafees, Ex-DG ACE Punjab. (Connection- Shahzad Akbar, former deputy chairman NAB). He has been the stooge of Shehzad Akbar and NAB and took extremely drastic measures against PMLN leadership. He was unchecked in Punjab and played havoc with the lives of civil servants and extorted huge gratifications. His case was taken up by NAB but on the behest of Shahzad Akbar proceedings against him were dropped.

14. Bilal Haider, Commissioner PESSI. (Connection- TK, Buzdar, Farah Khan). Paid Rs. Two crores to Farah Khan for his posting as Commissioner PESSI twice.

15. Sajid Zafar Iqbal, Ex-Commissioner DG Khan, Ex-Secretary to CM. (Connection- Buzdar, Farah Khan). Having served with SS in earlier tenure, he joined hands with the Buzdar regime and became Secretary Coordination to CM followed by his posting as Commissioner DG Khan. He was an informer to IK against SS tenure.

16. Sohail Zaman Watto, Cane Commissioner, Ex DC Sahiwal. (Connection- closely associated with Bushra Bibi & Farah Khan). He was an average professional reputed to be extremely politicized. He was placed as DC Bhakkar by SS but removed on complaints when he had allotted land to relatives of Bushra bibi in Bhakkar. During the IK regime, he was first placed as DC Sahiwal and then as Cane Commissioner to screw up Sugar mills. With the changing political circumstances, he has started to build his friendly image by going goody-goody with Ramazan Sugar Mills management, etc.

17. Asif Bilal Lodhi, Secretary Coordination and layer on Commissioner Lahore. (Connection- Buzdar, Farah Khan, PTI Khokars). He was initially placed as Secretary of Coordination to Buzdar. From there he was launched as commissioner of Lahore and with the assistance of PTI Khokars he carved the benefits for Bahria Town and received huge graft for himself and Farah Khan and Buzdar. He surrendered to Balochistan but later on, again managed to become Chairman of PITB recently.

18. Rana Socrat Aman, Ex-Secretary Coordination to CM. (Connection- TK Group joined with Buzdar and Farah Khan later). A graduate from Oxford University who fell prey to TK. TK enslaved him as his agent both as PD of a local govt project and later as Special Secretary of local govt. He was further implicated by his batch mate Ayesha Hameed Secretary of implementation in corrupt practices of amassing wealth for the marriage of TK daughters and for the postings of a few DCs including Asia Gul, Faiaz Mohal, and Khawaja Sohail.

19. Rana Muhammad Arshad, Project Director Ring Road Lahore, former DC Kasur. (Connection- Buzdar family). He was corrupt and was involved in immoral activities like drinking and womanising. He paid Rs. 3 crores to XEN Highway Fiaz Buzdar, frontman of CM Buzdar, and got posted as PD of Ring Road projects from where he earned Rs. 12 crores by favouring various land mafias. Earlier as DC Kasur, he had sold state land worth one billion illegally and received huge gratification. A case in ACE Punjab is still pending but due to his influence, he is enjoying posting in Islamabad currently.

20. Tariq Bokhari, PMS Officer. (Connection- Buzdar, Raheel Siddique, Javaid Qaisarani). Having been a political agent in DG Khan, he has cultivated such relations with Buzdar and his family and their friends wherein he was amongst the earliest officers who paid Rs. 2 crore to Buzdar’s brother Umar Buzdar to get the post of DC Sheikhupura and then as DG Kohe Suleman Authority.

21. Asghar Joiya. (Connection- Buzdar, Shahzad Akbar, Farah Khan). He was placed as director of Anticorruption Lahore region in 2019 and from there he developed his relations with Shahzad Akbar and Farah Khan to squeeze PMLN political brass. He paid Rs. 3 crore to become DC Sheikupura and then DC Sargodha. He got cases registered against the leadership of PMLN in Sheikupura.

22. Syed Mosa Raza. (Connection- Buzdar & Farah Khan). He became a political agent DG Khan by paying Rs. 1.5 crore and then Rs. 2 Crore to TK and Buzdar to become DC Bhakkar and later on DC Muzaffargarh.

23. Rana Shakeel PMS. (Connection- Brothers of Bushra Bibi, Farah, Buzdar, Mossa Maneka). Rana Shakeel belongs to Pattoki Kasur whose father was Pti candidate of MPA in the 2018 elections. He had earlier served as AC Depalpur, Tehsil of Bushra Pinki. He had good terms with the Pinki family and paid Rs. 2 crore to Mossa Maneka for his posting first as DC Pakpattan and then as DC Sheikhupura.

24. Umer Sher Chatta. (Connection- Bushra Pinki and Farah Khan). Umer Asher Chatta was deputy Secretary and PSO to Shahbaz Sharif during his tenure. Later on, he cultivated relations with Bushra Pinki and Ahsan Gujjar and paid 3 crores to first become DC Sialkot, followed by Mianwali and then at Lahore in BS-18. He was an informer to IK against SS.

25. Zulfiqar Ghuman. (Connection-Ahsan Gujjar, Bushra Pinki and Farah Khan). Zulifkar Ghuman, a property dealer in actual developed property interest with Ahsan Saleem Gujjar and played a frontman of Farah Khan and Ahsan Gujjar in land deals where he facilitated land transactions in their favour at Lahore, Kasur, and Gujranwala both as Commissioner Lahore and Commissioner Gujranwala.

26. Capt Usman Younas, Ex-Secretary of Health and now Commissioner Lahore. (Connection- Buzdar, Farah Khan, Shahzad Akbar). Capt Usman cleverly disguised him as IK man, he has now started to melt down towards PMLN and is showing obedient gestures to them. Earlier he was DC Lahore and used to portray himself as Hamza Shahbaz’s buddy and used to threaten junior officers. He changed sides with the arrival of the IK govt and became an informer against Hamza Shahbaz and Shahbaz Sharif as being DC Lahore for 4 years. He is publicity hungry and he tied himself with the TK group and led the corruption route as Secretary of Health during Covid 19 period. He was the core member of the Tahir Khursheed Group others being Amir Jan, Sheryar Sultan, Nabeel Awan, Imran Skinder, Iftikhar Sahu, Iram Bokhari, Javed Akhtar Mehmood, Mudassir Riaz Malik, Iram Bukhari, Javed Akhtar Mehmood, Noor Ul Amin Mengal and Ahmed Raza Sarwar etc.

27. Rafaqat Nissowana, Ex-DG Food Authority, and now posted as Registrar Co-operatives. (Connection- Farah Khan, TK Group, Raja Basharat and Monis Elahi). Initially, he paid 2 crores to be DG Food for 2 more crores recently to Farah Khan through Raja Basharat to get the posting of Registrar Cooperatives. A very corrupt individual.

28. Abdullah Sumbal Chairman P&D. (Connection- IK’s man). Belongs to Mianwali and to a sub-caste of Niazis. Abdullah Sumbal proved himself more loyal to IK and was the confidant of IK. He provided information to IK about Shahbaz Sharif and his family and insight on all companies which were taken up by NAB but nothing was found. He funded all the projects of Mianwali and Liyyah while compromising development in the rest of Punjab.

29. Ahmar Sohail Kaifi, DC Pakpattan. (Connection- Chairman NAB & Bushra Pinki). Chairman NAB Javed Iqbal maneuvered postings of the brother of his son-in-law Ahmar Sohail Kaifi as Director ACE Lahore first and then as DC Pakpattan. Ahmar Kaifi’s father is notorious for illegal activities in PPSC as he is involved in the selection of many PMS and other officers including his sons and daughter-in-law.

30. Asim Javed DC Chiniot. (Connection-Amir Jan, Buzdar, Farah Khan). He remained AS Home Dept and paid one crore for the posting of DC Chiniot.

31. Ch Pervaiz Elahi Group. Saif was posted as DC Gujrat twice then as DC Jhelum. He paid Rs. 7 crore to Monis Elahi for his three postings. Khurram Shahzad; paid 9 crores to Monis Elahi for his three postings as DC Gujrat, DC Rahim Yar Khan, and then again as DC Gujrat. Mehtab Waseem; paid 6 crore to Monis Elahi for his posting as DC Mandi Bahaudin and DC Rahim Yar Khan.

Police Service Corrupt Officers – Buzdar Files

1. Ashfaq Khan (PSP/DIG). Close collector of money of Ahsan Gujjar. Remained DIG Ops Lahore twice, one time as RPO Faisalabad, RPO Sargodha, and now as RPO Rawalpindi. During 3 years regime, not a single day out of prize postings and paid 10 crore to Buzdar, TK, and 15 crore to Farah Khan. He was given clean chits in the Murree fiasco killings and many deaths recently. Provided information to IK against SS and family.

2. Rana Faisal ( DIG PSP). Posted at the behest of CM Buzdar’s brother as RPO DG Khan and Sargodha. Provided info to IK against SS and family.

3. Imran Mehmood DIG. Posted after payment to Ameer Taimoor Ex SSP and uncle of Usman Buzdar.

4. Zaeem Iqbal Sheikh. The former DIG remained an additional IG Special Branch for 3 years during which he was corrupt to the core and was rejected for promotion to the BS-21 board. Provided information to IK against SS and family.

5. BA Nasir Additional IG. Used Ahsan Gujjar net through corrupt police officer Azeem Arshad on ex-Pakistan leave. Azeem Arshad DIG was the man who called the DPO Pakpattan Rizwan Gondal to help Khawar Maneka in his scuffle with local police and then managed the job of Mr. Gondal.

6. Mubashar Maken was the main person who was the eyes and ears of Usman Buzdar and recommended Omer Saeed SSP to his native town as DPO. He used to deliver money to Farah Khan’s home from Buzdar.

7. Mr. Atif SSP remained in CM Secretariat manipulated many police affairs and served as a middle man for paying bribes for posting.

8. Muhammad Akhtar PSP served as PSO to Buzdar and was money collector agent for Farah Khan and Buzdar.

9. Muntazir Mehdi PSP paid 4 crore for his posting as CTO Lahore. He was recommended by Farah Khan.

10. GM Dogar former CCPO Lahore paid a huge amount to CM Buzdar through the front man Mr Ifthikhar Boda and got his posting done. He did extreme corruption with the help of Khurram Janbaz SSP and plundered a lot of money till they were transferred.

11. Zeeshan Asghar. Very close to the corrupt former Chief Secretary Balochistan from the Gujjar family and manipulated his close friend Mubasshir Maken in CM Secretariat and managed his posting as SSP in Lahore and brought a base name to his career by doing corruption and presenting rifles to big wigs who were amounting to millions of rupees otherwise unaffordable by him being the son of a patwari.

12. Zahid Marwat PSP paid huge amounts through Mubasher Maken and SSP Atif for his three tenures as DPO.

13. Mustansar Feroze paid hefty amounts to Farah Khan & Bushra bibi for his three postings as DPO.
