Local Government Amendment Bill implemented in Sindh
Local Government Amendment Bill has been implemented in Sindh Province.
In this regard, the Secretary of Sindh Assembly has issued a formal notification. Following the notification issued by the Secretary of Sindh Assembly, the Local Government Amendment Bill has come into force.
It may be recalled that after the Local Government Amendment Bill was passed on November 26, it was sent to Sindh Governor Imran Ismail for final approval.
The notification issued by the Sindh Assembly Secretary clarified that the bill has been enacted after 10 days under Article 116 of the Constitution.
It may be recalled that last week the ruling party of Sindh had passed the Local Government Amendment Bill in the absence of opposition in the Assembly in which not only education and health works were withdrawn from municipal bodies but also for election of mayors and deputy mayors. The open ballot was also abolished.
The new local bill gives the provincial government so much control over the municipal bodies that it can take back the reins through a single notification without going through the cumbersome legislative process.
However, there has been a strong reaction from the Center to the bill, which has created new challenges for the PPP-led government in Sindh.

Opposition parties have stated they will not run in the by-elections, but have called the bill a “black law.” However, the provincial government has openly defended the bill. The language card is being played on the law.
Opposition parties have stated they will not run in the by-elections, but the bill has been rushed to the Assembly.
Opposition parties have stated that the Local Government Act is an attempt to further consolidate control over the resources of local bodies. Political, financial and administrative powers should be acquired but these powers have been snatched away in Sindh for the last 13 years.
Asad Omar said that we reject this bill and now it is time to start a campaign for the rights of the people of Karachi and Sindh. He said that this bill (Sindh Local Government Bill) Karachi or any other province. It does not give powers to the local government of the city, it is designed to create a fake local government system.
He further said that for Islamabad we have brought a local government system which empowers the mayor for every municipal, health and educational work in the capital. Here in Karachi we see that local government representatives provide water supply, sanitation and Can’t even raise the issue of health, I tell my fellow members in Karachi that this is a great injustice to the city and they must stand up with an effective campaign against it.
The Federal Minister had said that the people of Karachi are victims of injustice, they do not ask for charity and deserve a better life, strong and powerful local government system.
