Dec 1, 2021: National Security Adviser Dr. Moeed Youssef arrived in Moscow on Tuesday for a two-day visit with his Russian counterpart to discuss regional issues, particularly the current situation in Afghanistan.

Moeed is visiting Moscow at the invitation of Russian National Security Adviser Nikolai Patroshev. During his visit, he will hold talks with senior Russian officials, during which various issues, including Afghanistan, will be discussed.

Pakistan and Russia share a common view on Afghanistan because both countries have tried to negotiate with the Taliban government. He also called on the United States to unfreeze $9.5 billion Afghan assets. However, Washington is using Afghan foreign assets to leverage international expectations of the Taliban.

Both Russia and Pakistan fear that Afghanistan’s economic catastrophe could allow terrorist groups to set roots in Afghanistan. Russia is particularly concerned about the threat posed by ISIS in Afghanistan. Official sources said Moeed’s visit was part of a growing exchange between the two countries in view of the changing regional situation.

Historically, Pakistan and Russia were in opposing camps during the Cold War. Russia fought a war against Pakistani and Western-backed mujahideen, but in recent years the two countries have sought to bury their bitter past and open a new chapter in bilateral relations.

Relations between the two countries have improved in recent years as the two sides are not only conducting regular military exercises but also cooperating in other areas. Russia is close to signing an agreement with Pakistan to lay a gas pipeline from Karachi to Lahore. Similarly, Russia, which has been a strong ally and arms supplier to India, is keen to deepen defense ties with Pakistan.

Interestingly, Moeed’s visit comes just days before Russian President Vladimir Putin’s visit to India, and the timing of his visit suggests that Putin’s visit could also be discussed. Earlier this year, Russian Foreign Minister Sergei Lavrov visited Islamabad and conveyed President Putin’s message that Russia is ready to provide all possible assistance to Pakistan.
