The need for a five-country Strategic Chamber of Commerce and Industry was first discussed at the LCCI in December 2010 by the Organization of Islamic Cooperation at its Standing Committee meeting.
It was then decided that the member states should discuss aspects at the level of foreign ministers.
In this regard, during the meeting held at the MOFA in February 2011, it was agreed that the member countries would also look at this forum from a political perspective.

Due to its sensitive nature, it was also decided that the Foreign Ministers of the member countries would be in touch with each other in this regard without the involvement of the LCCIFPCCI.
The issue was formally discussed in the second round of this important meeting in 2012. It was agreed that in light of the rapidly changing geographical and political landscape in the region and the changing situation in Afghanistan and its security, Pakistan needs to have a strategic economic alliance in the region.
In this important meeting, it was recognized that Pakistan’s participation is essential to strengthen this economic bloc. After which the region will be a precursor to the formation of a new economic bloc.
Meanwhile, the LCCI elected Pakistan on two fronts, namely, the LCCI as the founder of the Chamber and the FPCCI as the National Assembly. The Additional Secretary (EC&U) MOFA suggested that the Ministry of External Affairs decide on the establishment of its office.
Mr. Hasnain Raza Mirza, Convener of OCC, LCCIS, was nominated by the President of LCCI to lead the team. It was agreed at the outset to keep the entire project secret and in profile.
It is also proposed to include NIST, NDU and the Institute of Strategic Studies as members of the team. There is no doubt that Pakistan is a nuclear power but it is one of the weakest economically.
