A new caretaker setup is here. As the new caretaker, Prime Minister assumes office, a slew of formidable challenges awaits. Former Prime Minister Shahbaz Sharif has underscored the significance of conducting elections based on a new census, a process that is bound to be protracted. Given the complexity of this task, it is increasingly likely that the elections might not take place in 2023. Consequently, Pakistan cannot afford to go into a holding pattern until the elections are held. Rather, it must address critical issues without delay.
The urgency of certain matters has been recognized, as elucidated by the approved amendment in section 230(2): “Notwithstanding sub-sections (1) and (2), these provisions shall not be applicable in cases where the caretaker government is required to take actions or make decisions concerning existing bilateral or multilateral agreements, or projects that have already been initiated under the Public Private Partnership Authority Act, 2017 (VIII of 2017), the Inter-Governmental Commercial Transactions Act, 2022 (XXX of 2022), and the Privatization Commission Ordinance, 2000 (LII of 2000).” As well as dealing with “urgent” matters.

Moreover, the looming security threats from Afghanistan have further compounded the challenges. Pakistan finds itself on the receiving end of security attacks, with recent incidents highlighting the precariousness of the situation. The loss of four soldiers and three assailants in an attack on a Pakistani Army outpost in Baluchistan serves as a stark reminder of the persistent security threats emanating from across the border.
Adding to the array of challenges is the impending threat of floods. Daily reports emphasize the rising sea levels, casting a shadow of concern over the population. The memory of last year’s mammoth floods, brought about by shifting weather patterns, remains fresh in the minds of many who are still grappling with its aftermath. Furthermore, the annual recurrence of floods compounds the hardship faced by communities across the nation.

A third pressing issue is the logistical complexity entailed in conducting elections based on the new census. This intricate process demands time, precision, and careful planning to ensure the accuracy and fairness of the electoral system. The intricate nature of this task necessitates an approach that is both comprehensive and detail-oriented.
Amid these challenges, the caretaker administration must also take on the crucial responsibility of overseeing the IMF program. Adherence to strict benchmarks is imperative to maintain financial stability and economic progress. Sitting idle and allowing matters to drift until after the elections, whenever they may occur, is simply not an option.
