The United States (US), United Kingdom (UK) are among other countries that have instructed citizens to return amidst rising tensions between Russia and Ukraine.
According to the BBC (British Broadcasting Corporation), US President Joe Biden has called on all American citizens remaining in Ukraine to leave the country immediately, citing the growing threat of Russian military action. According to a statement issued by the White House, “Russian forces could invade Ukraine at any time. US citizens should leave the country in the next 48 hours, if Moscow invades Ukraine, they will not send troops to rescue the Americans”.
According to the White House, the Russian offensive will begin with aerial bombardment, which could increase difficulties for those leaving Ukraine and endanger the lives of civilians. Biden told NBC News, “American citizens must leave now. We are dealing with one of the largest armies in the world. This is a very different situation and things can get out of hand very quickly.”

Asked if there was a scenario that could prompt him to send troops to rescue the fleeing Americans, Biden replied that there is no such scenario. If US and Russia are at war with each other then it is a world war, we are in a completely different world from ours. US Secretary of State Antony Blinken said during a visit to Australia, on Friday, that the attack could begin at any time, and to be clear, this includes during the Olympics. The Winter Olympics in China are set to end on February 20.
US National Security Adviser Jake Sullivan has said that Russia could attack Ukraine during the Winter Olympics in Beijing because Russia continues to send more troops to the Ukrainian border. According to Sullivan, President Putin can order an attack on Ukraine at any time. This is not to say that Putin has made the final decision to invade Ukraine.

Russia has repeatedly denied any plans to invade Ukraine, despite gathering more than 100,000 troops near the border. However, it has just begun large-scale military exercises with neighboring Belarus, meanwhile, Ukraine has accused Russia of blocking its access to the sea. Russia, however, has denied the allegations in a statement issued Friday stating “Similar, baseless allegations concerning Russia’s intelligence have been made more than once. Russia’s foreign ministry says Western countries are providing false information.
