Senate Standing Committee amended major decisions

Major and important decisions of the Senate Standing Committee on National Health Services, Regulation and Coordination were amended, as well as the Transplantation of Human Organs and Tissues (Amendment) Bill 2021.

The chairman committee formed a sub-committee headed by Senator Hafiz Abdul Karim on the allegation of not issuing NOC to Legend College Multan and soliciting bribe from Pakistan Council of Pharmacy (PCP).

The meeting of the Senate Standing Committee on National Health Services, Regulation and Coordination was held at Parliament House under the chairmanship of Senator Muhammad Humayun Mohmand. At the beginning of the committee, a prayer was offered for the recovery of the Secretary Health.

Private Member, “The Transplantation of Human Organs and Tissues (Amendment) Bill, 2021” presented by Senator Sammy Yazdi and Senator Sana Ajmali. Human Organ Transplant Act (HOTA) officials said that any hospital that transplants should be registered with HOTA.

It was stated:

“HOTA is limited to Islamabad only and the authority has 20 registered hospitals. He said that no transplants were taking place in the public sector. The transplant centers should be more registered. Is there an institution that transplants human organs? Is there no body that can register donors and receivers? A good deed should not be misused.”

The issue of non-issuance of NOC to Legend College Multan and allegations of bribery against Pakistan Council of Pharmacy (PCP) was also discussed in the committee. Senator Rana Mahmood Al-Hassan informed the committee that NOC is not being issued to Multan. He said that PCP has asked for Rs. 50 lakh for registration. On which the Vice President PCP said that there should be an inquiry as to who is taking money in our name. He said that NOC was not issued to Legend College Multan due to non-compliance of rules and regulations. Books and glassware are plentiful and there is no space for a lab.

The Chairman of the Senate Standing Committee formed a sub-committee headed by Senator Hafiz Abdul Karim to look into the matter. The Chairman Committee directed the sub-committee to visit Legend College and present its report to the committee. Health decided to take action against those involved. He said that the matter would be resolved through FIA. Senator Rana Mahmood Al-Hassan suggested that the matter be referred to NAB.

The issue of setting up of pharmaceutical factories in polluted areas was raised by Senator Mohsin Aziz in the standing committee. He highlighted:

“The pharma factories have been set up in areas where pollution is high. Factories are polluting the air. Why are such medicine factories being set up in these areas?”

CEO  Policy Board for Drug Regulatory Authority of Pakistan (DRAP) briefed the committee on questions raised on the quality of medicines manufactured in the pharma industries in the contaminated areas.

He informed the committee that under the Drug Act 1976, the site of pharma industry is verified. The filters are changed several times a year.

“Regular monitoring is being carried out under the heating and cooling system to ensure that no drugs are affected. In case of reports, teams visit pharma factories three or four times a year. Pakistan has three pre-qualified labs approved by the World Health Organization. Two more laboratories will be approved.”

The chairman of the senate committee directed the DRAP officials to submit a report to the committee after a surprise visit to the pharma companies under discussion in the committee.

The matter of forming a sub-committee on the issue of polyclinic hospital was postponed.

Apart from Senator Hafiz Abdul Karim, Senator Khaleda Ateeb, Senator Sami Ezdi, Senator Sana Jamali and Sr. Mohsin Aziz attended the meeting as a mover. Additional Secretary Health, Vice President PCP, CEO Drape and other concerned officials also attended the committee meeting.
