Special Prosecutor Shah Khawar disclosed crucial information to the Islamabad High Court today regarding the highly debated cipher’s declassification. Khawar reported that, according to official records, a pivotal Federal Cabinet meeting took place on April 8, 2022. During this meeting, Prime Minister’s Imran Khan expressed a desire to declassify the cipher for the general public’s access.

However, what followed in that Cabinet meeting was a contentious stand-off. The Foreign Secretary and the Law Secretary raised objections, indicating a degree of opposition to the cipher’s declassification.

This initial disagreement was subsequently addressed during another Cabinet meeting held on April 9. During this session, the decision was made to declassify the cipher but with specific limitations. Contrary to the initial claim of it being accessible to the general public, the declassification was actually limited to a select group of individuals. The cipher was made available to five specific recipients: the Chief Justice, the President, the Speaker, and copies were sent to two undisclosed individuals.

Special Prosecutor Shah Khawar emphasized that, based on this information, the cipher was not declassified for the general public, contradicting prior notions.
