IGP Inam Ghani giving away certificate to DPO DG Khan Umar Saeed Malik for a successful operation against Ladi Gang
Lahore: Inspector General of Police Punjab Inam Ghani has said that delay in free registration of crime is not acceptable in any case, therefore departmental and legal action should be taken against those responsible for delay in registration of cases under zero tolerance.
He further said that CPOs and DPOs would now have to respond to the delay in cases on the applications of unknown accused while DIG Investigation Lahore, SSPs Investigation and SP Investigation would have to respond if the workout rate of cases did not improve and they will also be called for response. He further said that full use should be made of modern technology for the prevention of crimes against children and women and the culprits should be punished and the investigation of such incidents should be completed by the supervisory officers under their personal supervision on priority basis. He further said that 4 layers of security should be provided to sensitive and central processions and Majalis in all the districts of the province during the 10th Muharram, while walk-through gates, search of clothes with metal detectors and CCTV monitoring and video recording should also be arranged for the security of mourners. He directed the officers to ensure adherence to the working hours of processions and Majalis at all costs and to conduct search, sweep and combing and intelligence based operations in the vicinity of sensitive imambargahs, mourning processions and Majalis places in all districts while snipers on the roofs of buildings along the route of sensitive processions and Majalis should be deployed for the security of mourners and commandos in plain clothes should also be deployed at Majalis and processions. He stressed that implementation of the Loudspeaker Act during Muharram should be ensured at all costs and strict action should not be delayed against the perpetrators of sectarian wall-chalking including literature based on religious hatred. He further said that during Muharram, RPOs and DPOs should go to the field to check the security arrangements of sensitive and central processions and Majalis in their ranges and districts and brief the security personnel on the sensitivity of duty in the light of current situation so that they may perform their duties with diligence. He expressed these views to all RPOs, CPOs and DPOs of the province while presiding over a video link conference from Regional Office Multan today. During the conference, detailed discussions were held regarding crime prevention and Muharram security arrangements in the province.
Briefing the IG Punjab during the meeting, it was informed that 9366 processions and 35983 Majalis are being held in all the districts of the province in Muharram-ul-Haram and 161107 officers and officials will perform security duty among them 864 gazetted officers, 2018 Inspectors, 4928 Sub Inspectors, 8800 ASIs, 8588 Head Constables and 77939 constables will be deployed While 14315 police national volunteers, 3170 special police and 40527 volunteers will also perform security duties. Similarly, 161437 officers and personnel will be posted on the security duty of the Majalis including 805 Gazetted Officers, 1669 Inspectors, 3854 Sub Inspectors, 7129 ASIs, 10372 Head Constables and 68082 Constables while 15240 Police National Volunteers and 3611special police and 50794 volunteers will be deployed for security duty. The IG Punjab directed the Additional IG South Punjab, CCPO Lahore, all RPOs and DPOs to take special care that the security personnel of the Majalis and processions be on duty and do not leave the point until the last mourner leaves the venue of the Majlis and procession while deploying lady constables in the women’s Majalis as well as assisting the lady volunteers in security and checking. He directed the Additional IG Operations to make arrangements of additional personnel form provide additional personnel o through PC, Tele or other means so that it can be sent to the concerned districts as and when required during the Muharram.
Instructing the RPOs and DPOs, the IG Punjab said that strict implementation of the Wall Chalking and Loudspeaker Act should be ensured during Muharram while closely monitoring the activities of banned organizations and persons included in the Fourth Schedule. He stressed that effective traffic management plan should be implemented keeping in view the time of Majalis and processions so that the flow of traffic would not be disrupted on the occasion of Ashura Day and other central processions especially on major highways. Additional IG Establishment Ali Amir Malik, Additional IG Operations Sahibzada Shehzad Sultan, Additional IG Investigation Fayyaz Ahmed Dev, DIG R&D Shahid Javed, DIG Headquarters Shahzada Sultan, DIG Crimes / Investigation Sharaq Kamal Siddiqui, DIG IT Waqas Nazir and other officers were also present in vidoe link conference.
In addition, at the RPO office in Multan, the IG Punjab met a police team led by RPO DG Khan Faisal Rana to bring the dangerous Ladi gang of South Punjab to justice. The IG Punjab appreciated the efforts of the police team in successfully fulfilling the important responsibility entrusted to them by the Prime Minister of Pakistan and the Chief Minister of Punjab. RPO Faisal Rana, DPO Omar Saeed Malik, SP Investigation Hassan Javed Bhatti and DSP Saddar Nasir Ali Saqib along with other officers and personnel included in the team were also given cash prizes and certificates of appreciation. IG Punjab directed that actions should be continued on against dangerous criminals and no effort should be spared for protecting lives and properties of people and maintaining law and order.
