Al Qaeda is Present in 15 Provinces of Afghanistan: United Nations

According to a United Nations (UN) report prepared for the Security Council, Al Qaeda is present in at least 15 provinces in the eastern, southern, and southeastern regions of Afghanistan.

According to reports, the council sent analytical support and sanction monitoring this week with the team’s 28th report relaying information on Al-Qaeda and related groups.

The team was set up under a resolution passed by the United Nations Security Council (UNSC) and the report has been published in all the official languages of the world.

The report said that despite the US-Taliban peace deal in Doha in February last year, the security situation in Afghanistan was “critical” and there was a risk of further deterioration in the Afghan peace process.

Al-Qaeda operates from Kandahar, Helmand, and Nimroz provinces under the protection of the Taliban in the Indian subcontinent (AQIS), the UN report said, citing the militant group’s weekly newsletter Thabat.

It further said AQIS was made up mainly of Afghan and Pakistani nationals, including those from Bangladesh, India, and Myanmar.

According to the report, AQIS commander Daulatbek Tajik was killed by Afghan forces on March 30 in Gayan District, Paktika Province, adding that Al-Qaeda leader Ayman al-Zawahiri is alive, but sick, and will be replaced by Saif al-Adl, who is based in Iran.

The report added that “member states have differing views on what they would consider if Saif al-Adl were to replace Ayman al-Zawahiri” going on to state that “there is a strong possibility that they will not stay in Afghanistan”.

In its report on the banned Tehreek-e-Taliban Pakistan (TTP), the UN team warned that the TTP, which is a coalition of armed groups, and increasing cross-border attacks posed a threat to the region.

It further said that the TTP has increased its financial resources through extortion, smuggling, and taxes, while according to one member country, Mufti Khalid, one of the leaders of the Tehreek-e-Taliban Pakistan (TTP), was allocated resources by Jamaat-ul-Ahrar in Afghanistan’s Kunar Province and killed in May over an internal dispute over what to do.

It added that in February this year, 14 people were arrested in Denmark and Germany for planning explosive chemical attacks.
