Pakistan’s Civil Aviation Authority (PCAA), or mainly known as CAA, is considered to be an autonomous body thereby, it has the sole right to establish its own laws and code of conduct.

Ultimately, there is some potential for such a body to turn into a mafia which coerces individuals and/or other bodies into its fixed mold or worse, blackmailing them into submission. Cases where the individual may attempt to fight against the pressure of CAA, they will be forced out by public humiliation most often than not.

Moreover, the CAA which was formed in December of 1982, also happens to be a member state of the International Civil Aviation Organization (ICAO). Additionally, it has affiliations with or ownership of most private airports across the state. This makes it an easy task for them to control and manipulate the careers and future prospects of the CAA-appointed rebels.

While, the CAA’s safety investigation board (SIB) has publicly conducted four air crash investigations between the years 2006 and 2016. There are many instances which had been brushed conveniently under the rug such as any complaints filed by victims or potential victims of the CAA. Who more often than not are pushed into early retirement or worse, after maligning them publicly, the CAA gets rid of them like a person would do so with a useless commodity such as a dirty tissue paper.

According to the details, Pakistan CAA is devising a New Aviation Policy 2021 for Pakistan under the leadership of Secretary Aviation and Director General (DG) CAA. Both, the Secretary Aviation, Shoukat Ali  and DG CAA, Flt Lt (R) Khaqan Murtaza, have absolutely no experience in the field of civil aviation.

Shoukat Ali, who is a Pakistan Administrative Service (PAS) officer, has served in different departments such as Home, Transport, Finance etc. Before joining the Aviation Division his current assignment he was Additional Chief Secretary, S&GAD in Punjab. On the other hand, DG CAA, Khaqan Murtaza served as CEO SIDCL, MD PEPCO, Chairman EOBI, Director SPPRA and MD Utility Stores Corporation of Pakistan.

Moreover, positions such as Deputy DG Regulatory, Director Air Transport, Director Flight Standard and Director Licensing are considered to be SAFETY SENSITIVE” positions. However, fact of the matter is that we have appointed highly incompetent, inexperienced and unqualified people on these positions. Unfortunately, the CAA has been reduced to a dumping ground for retired services officers, lacking in skills and competence for oversight of such projects. It takes more than the skills of a pilot to serve as an advisor for aviation or perform the role of DG CAA.

Given the fact that the difference between military aviation and commercial aviation is as vast as that between a dentist and a cardiologist. Strict oversight by qualified specialists, approval of design, and the choice of contractors chosen to build an airport is very vital.

There is no lack of qualified and experienced specialists in Pakistan. However, it is a lack of political will, integrity and ethics of governance such as conflicts of interest, disregard for merit and failure to enforce accountability for wastage of public funds that haunts all development projects and their regulatory oversight in Pakistan.

Nepotism, corruption and mismanagement continues to engulf the PCAA. Many believe that favouritism and nepotism has ruined the performance of the authority risking lives of hundreds of thousands of passengers. The only criteria for appointment or promotion in the CAA is to have sufficient strings to pull, or a close relative/friend in authority.

Transparency and discipline must be enforced within PIA, CAA and other regulatory agencies. The Government of Pakistan should take action against the authorities who are responsible for this damage and review the current organisational setup of the recruiting body.
