Kabul: Afghan President Ashraf Ghani has offered to present himself before the Taliban for pan-Afghan talks in Qatar. According to reports, President Ashraf Ghani has given his assent to the Qatari representative for his participation in the talks in Qatar’s capital Doha.
The spokesperson for the Afghan President Siddique Siddiqi has confirmed via social media that the President has only agreed to join the first meeting in Doha. He said that so far the location for direct dialogue has not been determined.
Tolo News, quoting Al-Jazeera Arabic in their report, said that President Ashraf Ghani and the Special Envoy of the Foreign Minister of the State of Qatar for Counterterrorism and Mediation of Conflict Resolution, H.E. Dr. Mutlaq bin Majed Al-Qahtani have agreed on starting pan-Afghan talks in Doha. According to the report, Dr Mutlaq bin Majed Al-Qahtani had visited Afghanistan the previous week and met President Ashraf Ghani and other Afghan leaders to discuss the peace process. He also met a delegatIon of the Afghan Taliban in Kabul.
Dr Mutlaq informed Qatari TV after meeting with the Afghan leaders that the Afghan Taliban have released prisoners of the Afghan government and will release more prisoners in the coming days. He said that the process of releasing the prisoners shall be completed in the ongoing week and the pan-Afghan talks shall soon begin.
On the other side the spokesperson for the Presidential Palace said that the Afghan government has agreed on an introductory basis to start the pan-Afghan dialogue in Qatar. He said that there has not yet been any agreement on full-fledged talks.
Ashraf Ghani categorically rejected the chance of agreeing to a caretaker government to be formed as a result of meaningful dialogue with the Taliban. He said he will not repeat the mistake made by Soviet-backed President Dr Najeebullah. He said Dr Najeebullah made the biggest mistake of his life by handing in a resignation and we all saw its result so that is not a mistake to be repeated.
President Ghani said that in his opinion we have now started this journey will be able to inform the world of the next step in the coming week.
It needs to be remembered that during this year, at the end of Februrary a peace agreement had been signed between Special Representative for Afghanistan Reconciliation Zalmay Khalilzad and Taliban Political Head Mullah Abdul Ghani Baradar and US Secretary of State Mike Pompeo was also present on the occasion.
Taliban spokesperson Zabiullah Mujahid had informed that the top level officials who met Mullah Baradar had expressed their determination for the reconstruction and development of Afghanistan and the peace agreement between America and the Taliban is a historical milestone.
The four page document of the Afghan Peace Agreement is composed of four main parts:
- Taliban will not allow any organisation, group, or individual to use the land of Afghanistan who is a threat to America or its allies.
- The exit of America and its allied forces from Afghanistan shall be insured.
- Taliban shall begin the intra-Afghan dialogue by 10th March 2020.
- The political strategy shall be formulated for Afghanistan after intra-Afghan dialogue.
It was decided in the America Taliban agreement that prior to the dialogue between the Taliban and the Afghan government, the Afghan government will release 5000 Taliban prisoners and in exchange the Taliban will release 1000 prisoners of the Afghan government.
