Gross favoritism in Federal Directorate of Education, Ministry of Federal Education and Professional Training

Islamabad, Sept. 26 (Online):  The sources revealed the case of gross favoritism in Federal Directorate of Education and the Ministry of Federal Education and Professional Training. There are 1270 Secondary School Teachers BPS-17 who were promoted by the Chief executive of the country from 01-01-2011 through an executive order for the purpose of restructuring the education system in the Federal capital.

 This promotion was given to both setups of Islamabad i.e. Model setup and F. G. Setup.

Apart from Islamabad, the fruit of this promotion was also given to the teachers of cantt and garrison schools under the administrative control of Defense Ministry. This promotion did raise the morale of the teaching community.

Although this promotion was in accordance with Civil Servants Act, 1973 and in line with Section 3(b) of Proposal Farm CP-I of Estab Division. However, the promoted teachers of F. G. Setup were left without framing specific rules and seniority list which was the job of FDE and the administrative ministry. The concerned departments did not fulfill their responsibilities of framing rules and Issuance of combined seniority lists.

After the lapse of ten years, the promoted incumbents approached the Honourable courts and got the rules framed in March, 2019. Resultantly, FDE issued combined provisional seniority list of Secondary School Teachers in April 2019. The administrative ministry raised objections and queries and directed FDE to accommodate the project based Senior Computer Teachers in the seniority list of Secondary School Teachers BPS-17 against the decree of apex court of Islamabad, Pakistan through conditional and illegal regularization and redesignation from establishment and finance divisions without FPSC. Similarly, the ministry directed the FDE to include all those who joined the department in 2011, 2013, 2017 and 2019.

Furthermore, the ministry formed a controversial committee to probe the promotion of Secondary School Teachers instead of issuing final seniority list. The committee with mala-fide intentions and malacious designs probed and declared the promotion, which was done on the orders of chief executive of the country, of Secondary School Teachers as irregular and forwarded to establishment Division for legal advice contrary to the earlier legal advice of the establishment division.

In addition to this, the former secertary of the ministry submitted Speaking order and Facts of the Case in Honourable Federal Services Tribunal and declared promoted Secondary School Teachers as senior to all but the present officers of the ministry are Adament to accommodate all the above mentioned groups as seniors irrespective of their date of joining in the department.

The above mentioned groups filed dozens of petitions and appeals in courts which were dismissed on merits. Despite the dismissal of dozens of petitions and appeals filed by the blue eyed boys of the ministry, the ministry is going to declare them senior and usurp the rights of 1270 promoted Secondary School Teachers unlawfully and illegally. This case is also the case of contempt of court. The ministry is going to decide against decrees of Hon’ble courts.

To add, the above mentioned groups, challenged the promotion of Secondary School Teachers in the Supreme Court of Pakistan but the Honorable Supreme Court of Pakistan dismissed the said petition on 20-06-2020 and declared the promotion of Secondary School Teachers legal and constitutional and lawful. Though, the secondary school teachers were not a party in this petition.

Only to accommodate their blue eyed boys who were serving in the ministry and FDE, the ministry is violating all the laws and the decisions of the courts and manipulating the situation only to favor their favorite ones. This action and move of the ministry will complicate the situation and rightful teachers will come to streets for their rights. The academic activities are just resuming after the closure due to COVID-19. Prime Minister of Pakistan is requested to look into matter and check the officers to do any illegal action against Secondary School Teachers.
