Ever since Prime Minister Imran Khan assumed charge of his office he outlined his policy of peace with everyone on earth including our arch enemies. This meant that all so called bases of training of ‘terrorist’ would be dismantled and no terrorism would emanate from our soil.

This also implied that he relied on his past information/knowledge of existence of some national complicity in terrorism in region, and that he would direct his government organs to go after all state and non state actors.

While securing neighbours we have ourselves exposed our soft belly and allowed others to exploit our fault lines.

An analysis of PM’s policy translates as either dismantling our capability to respond or putting a cap on existing capabilities while redefining our national interests. Either way, the country became highly vulnerable to attacks, exploitation and induced instability.

Peace is not essentially a function or outcome of passivity. It mostly comes about by maintaining and demonstrating a strong response capability in current environment it appears to be based on an antithesis of concept of bringing peace. Peace at home appears to be elusive. Acts of attacks on security forces and foreign workers look to be a free flowing activity.

Mere presentation of dossiers here and there do not move emotions abroad. Realpolitik and looking in one’s eye is name of game. PM appears to have directed all security organs of state to go on wild goose chase only. Mere threats of response in good measure also brings some sense but PM seems to be hell bent on bringing peace through a solo drive in the park.

Notwithstanding our opinion of passivity, PM has earned good respect with most nations; at the same time some erstwhile friends hate his guts. These new IK haters apparently do not wish to see Pakistan pursuing its Foreign Policy. Incidentally for first time we appear to be having one declared and operative foreign policy. This also has serious pitfalls.

Pitfalls that are visible, are that while we know where the terrorist training camps are, who is sponsoring them, who is launching them, and who is deriving benefit from terrorism on our soil; our PM seems to be giving peace a one sided chance. To teach lesson is necessary but reluctance to do it is deemed as weakness.

Every time PM is briefed on necessity and means available to respond he declines to give permission. How is this attitude/policy going to bring peace is question that does not beg an answer.

On the grand chessboard failure to apply force, checkmates you sooner than planned/expected. Our capability to act is well known but with passage of time the deterrence it generates is losing respect and seriously affecting our stability/progress.

Terrorist training camps, safe houses, their supporters at home and their financiers are known, PM’s policy of peace instead of targeting them is allowing them to operate with impunity. There is always a method to tackle this nuisance, smart dealing with this also sends a very strong message to adversary. Failure to do so demoralises those who are capable to deal with such terrorists.

Ideally what must happen:

  • Warn governments acting as sponsors;
  • Hard tackle one odd element across the border;
  • Use local talent in hostile land to exploit their fault lines;
  • Plan peace using realpolitik, diplomacy and force;
  • Review Foreign Policy if it is not reaping dividends;
  • Without hard tackling the threat economic stability also becomes difficult;
  • Use third country soil to apply force;
  • Fully exploit opponent’s fault lines;
  • Sell and obtain peace by intelligently juxtaposing active, passive and indirect means.
