Senate Elections – A short Note (Part 2)
Received feedback implying that Proportional Representation was for equity to Provinces not to Parties. This was the argument of the Sindh Bar Council chief to the SC.
So here’s the question.
If the electoral college for Senate comprises members of political parties who were voted to reflect the will of the people in choosing the party’s candidate, then why should not the Senate also reflect the same will of the people, indirectly through their chosen representatives in the National and Provincial Assemblies?

The answer? Because it’s a screwed up process.
Firstly the Senators should be directly elected through direct adult franchise and not this constipated, convoluted, idiotic, stupid, incomprehensible process of indirect “secret voting”.
Secondly our entire electoral process is totally flawed and DOES NOT REFLECT THE WILL OF THE PEOPLE!

Four candidates for Senate elections withdraw their nomination papers
2008 elections. PPP wins by getting 13% of the Registered vote.
2013 elections. PMLN wins by getting 17% of the Registered vote.
2018 elections. PTI wins by getting 20% of the Registered vote.
Yes registered not cast. So what does these statistics tell us.
1. That 87%, 83%, 80% Registered voters, in the last three elections, either did not vote or voted against the winning party.
2. Overwhelmingly people don’t vote because they believe that the current electoral system brings the same, corrupt, disreputable bunch of corrupt gangsters (largely) into public office.

3. The rural mass votes overwhelmingly along baradari, zaath, and ethnic lines with candidates from rich, powerful affluent backgrounds who provide them access to thana kutchery and in return these public representatives enrich themselves further.
So here’s the analogy.
In our electoral system our only option is to choose from stinking, dirty shoals of corrupt, sick, infected, diseased fish, living in a pond, which doesn’t get any fresh water or fresh fish, other than the inbreeding of the sick corrupt fish and their outputs in the shape of a Maryam or a Bilawal or the children of Asfandyar, Achakzai, Fazlu. All similarly diseased and infected from the time they were born.
Therefore?
Therefore until and unless we completely change our electoral system to clean this dirty, infected diseased pond of sick, diseased fish and their progeny, this is our sad destiny.
The answer.

1. Directly elected presidential system of 5 years tenure allowing the President to chose his or her cabinet even if not members of a legislature.
2. 50 % seats to Senate, National and Provincial elections by direct majority vote and not first past the post.
3. 50% on proportional representation based on party votes.
4. 25 to 30 financially and administratively empowered provinces or administrative units. Directly elected Provincial Governors like the President.
4. Financially and administratively empowered Local Governments at City and Town levels. Directly elected.

This won’t change the landscape overnight but by allowing fresh faces through proportional representation and local government we will progressively dilute the power of these diseased kleptocrats and plutocrats.
No system is perfect and answers all questions. But the above is certainly better than the current terrible system we have.
It’s time for a change!
And the people MUST MUST RISE to fight for their Rights!
