According to a New York Times report, the CIA withheld information about eight years of secret anti-terrorism programs by Congress on the direct orders of former Vice President Dick Cheney. The agency’s director and former Secretary of Defense, Leon Edward Panetta, told the Senate and House Intelligence Committees that the two men had direct knowledge regarding the matter.
Behind Cheney’s report was the decision by Congress to cover up the confidential matter which further deepened the mystery that Bush administration has made the program and its secrets a top priority.
Panetta denied the allegations when he first heard about it on June 23, 2009. However, the next day, in separate secret meetings, he informed the two intelligence committees about it.

Though, the claim was rejected by Leon Panetta.
