Government to Assess 20 Years Services of Civil Servants Before their Retirement

Islamabad July 15 (Online Int’l): In order to improve the performance of civil servants, the government has implemented Civil Servant Rules 2020 for the completion of 20 years of services. The Civil Servant Rules 2020 was drafted for civil servants on April 15, 2020 with the approval of Prime Minister Imran Khan.
The committee or boards formed under this act will assess the performance of grade 1-22 officials after 20 years of their services. The FPSC chairman chairs the committees or boards that assess the performances of servants. Secretary Establishment, Cabinet, Finance and Law are permanent members of the board.
Every ministry has a designated additional secretary who assesses the performance of grade 17-19 officers while joint secretaries of establishment, finance and law and heads of other relevant departments are members of the committee. Senior joint secretary or joint secretary in every ministry assesses the performance of grade 16 officers and below.
The act has further elaborated the procedure of retirement. The cases will be dispatched to these committees and boards on whose recommendations, decisions will be taken. The government employees will be issued show cause notices for their retirement and they will be provided opportunity of in person appearance for hearing under Civil Servant Rules 1977. If the constituted board or committee is satisfied with the performance of an individual officer and his/her services are no longer required in the best national interest the officer will be retired with all the incentives he/she is eligible for.
So far, 27,000 officers are serving in the federal departments while the number of grade 16 and below officers is 550,000. The first board meeting will be held at the end of July 2020. After that, the performance of 565 grade 20-22 officers will be assessed. These officers are currently serving in Pakistan administrative service, police service of Pakistan and secretariat. The meeting of the committee which will assess the performance of grade 17-19 and grade 16 and blow will be held in August next month.
