Indian Intelligence Network Targeting Vulnerable Residents in Azad Kashmir Exposed

Indian intelligence agencies have been attempting to lure Pakistani and Kashmiri citizens in Azad Jammu and Kashmir (AJK) through financial incentives and various promises, sources said.

According to sources, economically vulnerable individuals living in border areas of Azad Kashmir are being specifically targeted. Sources said certain Indian nationals and facilitators establish contact with residents living near the Line of Control (LoC), offering employment opportunities, financial assistance, and other benefits to persuade them to cross into Indian-administered Kashmir.

Sources further revealed that facilitators themselves occasionally cross the Line of Control into Azad Kashmir and, as part of a coordinated plan, encourage and assist unsuspecting and financially distressed individuals in crossing the border.

Upon reaching Indian-administered Kashmir, such individuals are taken into custody by Indian authorities, sources said. During detention, some reportedly receive various forms of training before efforts are made to send them back to Azad Kashmir or other parts of Pakistan.

According to figures presented in the Indian Parliament in December 2025, a total of 556 arrests had been made along the India-Pakistan border up to November 2025.

Sources said certain individuals are subsequently used for creating unrest, inciting public disorder and fueling instability at the local level.

The report further indicates that links have been identified between some individuals involved in violent incidents and activities affecting law and order in Azad Kashmir and networks operating across the border. Sources maintained that evidence has also emerged suggesting the involvement of such elements in attempts to turn recent political demonstrations and protest rallies in Azad Kashmir into violent confrontations.

Many of those connected to these networks are said to have crossed the Line of Control unintentionally and were later released by Indian authorities.

According to sources, some individuals have played a role in provoking unrest at public gatherings, promoting anti-state narratives and pushing protest activities toward confrontation. The objective of these efforts is to create political and social instability in Azad Kashmir, undermine law and order, and weaken public confidence in state institutions, sources said.

Sources further stated that such networks primarily target vulnerable youth and economically disadvantaged segments of society, enticing them with financial support and other incentives before attempting to use them for specific objectives.
