Federal Government Appoints Dr Muhammad Fakhre Alam Irfan as Khyber Pakhtunkhwa Chief Secretary

The federal government has appointed Dr Muhammad Fakhre Alam Irfan as the new Chief Secretary of Khyber Pakhtunkhwa with immediate effect until further orders.

A notification issued by the Establishment Division on 11 October 2026 states that the BS-22 officer of the Pakistan Administrative Service, who was serving as Secretary of the Power Division, has been transferred and posted as Chief Secretary of the province.

Dr Irfan, who hails from Mardan district in Khyber Pakhtunkhwa, previously held senior positions including Chief Secretary of Sindh and Secretary Health in the province. He has also served in other key federal roles.

The appointment comes as the federal cabinet approved the imposition of a state of emergency and Governor’s rule in Khyber Pakhtunkhwa under Articles 232 and 234 of the Constitution, citing the deteriorating security situation and a sharp rise in terrorist incidents. Powers in the province are expected to be exercised by the Governor.

The notification confirms the posting takes effect immediately.
