FIA makes headway in pilots’ fake licenses scandal
December 29, 2021: The Federal Investigation Agency (FIA) Corporate Crime Circle (CCC) has made progress in the fake pilots’ licenses’ scandal, it emerged on Tuesday.
According to the details, FIA’s Corporate Crime Circle has started investigating Pakistan Civil Aviation Authority (PCAA) officials and others involved in issuance/obtaining of Flight Crew Licenses on the basis of bogus/fraudulent examinations.
In a letter to the Airline Operating Committee Chairman, dated December 28, 2021, the Investigation Officer of FIA CCC, Karachi, Syed Fahimullah, has requested to submit the report on or before January 3, 2022 at 1300 Hrs at his office.

FIA’s Investigation Officer has requested the Chairman to move the letter to the Station Managers of all airlines (domestic or international) in order to investigate FIRs against officers that has caused wrongful gain by the fraudulent activity in ATPL, CPL, FI examination and other connected acts.
The letter (attached below) stated that ‘if anyone from the attached list is ever remain the employee/service-provider/staff/hired-man of concern airline, especially in the capacity of a pilot or otherwise’ needs to submit their response by the above-mentioned date.

Furthermore, the letter also stated that the Airline Operating Committee Chairman is also requested to submit his response/action taken in this regard by the given date and time.

It is pertinent to mention here that the dubious licenses claims were put forward by Federal Minister for Aviation Ghulam Sarwar Khan in the National Assembly (NA) in June of last year after a PIA plane crashed in Karachi in which 97 people were killed.

Sarwar had announced in the NA that of the 860 pilots working in Pakistan, 262, over 30%, had fake flying licenses. He later backtracked and used a slightly different terminology of “licenses obtained through dubious means.”
