ISLAMABAD (Business Recorder) — September 12, 2026: The National Judicial Policy Making Committee (NJPMC) has appreciated the disposal of 1,467,675 time-bound cases by Pakistan’s district judiciary between September 1, 2025 and July 31, 2026.
Chief Justice of Pakistan Justice Yahya Afridi chaired the NJPMC’s 62nd meeting on Friday at the Supreme Court, which was attended by the chief justices of the Lahore, Sindh and Peshawar high courts and the registrar of the Islamabad High Court.
Representatives of the Ministry of Law and Justice, Ministry of IT and Telecom and the National Cyber Emergency Response Team also participated as special invitees.

According to the figures reviewed by the committee, the Lahore High Court disposed of 1,258,745 time-bound cases during the period, followed by the Sindh High Court with 127,069, Peshawar High Court with 26,293, Balochistan High Court with 21,522 and Islamabad High Court with 34,046.
The committee also reviewed the performance of Model Criminal and Civil Courts. Model Criminal Courts disposed of 91,071 cases, while Model Civil Courts decided 42,386, taking the combined disposal to 133,457 cases.
The NJPMC noted that the 1,467,675 time-bound cases were disposed of against a pendency of 1,227,657 cases recorded as of September 1, 2025. It attributed the progress to defined timelines, measurable targets and continued institutional monitoring.

The committee directed the high courts to maintain the time-bound disposal system and conduct regular reviews covering disposal, pending cases, backlog and compliance with prescribed timelines. Monthly performance briefings before the chief justices were also directed.
The NJPMC further reviewed progress on the proposed mechanism for addressing cases of enforced disappearances and directed the Ministry of Law and Justice to expedite its finalisation and present a comprehensive report at the next meeting.
It also considered the Draft National Judicial Reform Framework, which is aligned with the World Justice Project Rule of Law Index. Proposed indicators are to be circulated among the high courts for feedback, while the Rule of Law Tracker is planned to become fully operational across all judicial tiers by March 15, 2027.

The committee also backed, in principle, a National Unified E-Filing and Electronic Judicial Record System for courts across Pakistan. A committee comprising representatives of the high courts and bar councils will work on standardised e-filing templates.
The IT wings of the Supreme Court and high courts were directed to work on national judicial data standards, a Universal Case Identification Number, interoperability and security requirements, as well as a pilot implementation plan. The National Cyber Emergency Response Team was also tasked with preparing a cybersecurity framework and governance structure for the proposed Judicial Cyber Emergency Response Team.
The NJPMC also took note of the integration of 17 priority case categories into the National Judicial Analytics Dashboard (NJAD). The dashboard includes district- and category-level analysis and six-month trend monitoring.

Registrars of the high courts were assigned responsibility for ensuring the completeness and accuracy of data uploaded to the NJAD, while Member Inspection Teams will periodically validate district judiciary data and report discrepancies for correction.
The committee urged the high courts to sustain the pace of disposal while giving particular attention to reducing the backlog of old and chronic cases.
It also decided that the high courts would adopt the health insurance policy approved by the Lahore High Court for judicial officers and district judiciary staff. In addition, the high courts may begin considering statutory frameworks for judicial service based on the Balochistan District Judiciary Act, 2021.
The meeting concluded with the committee acknowledging the contributions of the high courts, relevant ministries and the Law and Justice Commission of Pakistan towards improving the administration of justice.
