HQ-17AE, KORKUT, and ŞAHİN — A New Layer in the Indo-Pak Air Defense Competition

Pakistan’s Defense Day on 7 September 2026 has brought an important development in the country’s air-defence architecture into public view.
In a video released for Pakistan Air Force Day, three short-range air-defence systems were visibly showcased: the Chinese HQ-17AE, Türkiye’s ASELSAN KORKUT 35mm self-propelled air-defence gun, and Türkiye’s ŞAHİN 40mm counter-drone system. The appearance of these systems together is more significant than the unveiling of any one weapon individually.
It indicates that Pakistan is moving toward a layered, mobile, and increasingly counter-drone-oriented short-range air-defence network.

This is particularly important after the rapid evolution of drone warfare, loitering munitions, and precision stand-off weapons in the India-Pakistan strategic environment.
HQ-17AE — The Most Important of the Three
Among the three systems, the HQ-17AE deserves particular attention.
The HQ-17 family is a Chinese short-range surface-to-air missile system derived from the Russian Tor design lineage but developed and extensively modified by China. The wheeled HQ-17A was publicly displayed by China, while HQ-17AE is its export variant.
The U.S. Army’s Worldwide Equipment Guide identifies HQ-17AE as an export version of the HQ-17A.
The system is designed for the protection of mobile forces and important installations against low-flying aerial threats.
Its published/export parameters include an engagement range of approximately 1.5–15 km and an altitude envelope extending from approximately 10 meters to 10 km.
The system carries multiple ready-to-fire missiles and incorporates its own radar and fire-control architecture.
The missile is approximately 2.9 meters long, weighs around 165 kg, and is generally described as using radar-based guidance with a high-explosive fragmentation warhead and proximity fuze.
But the most important characteristic of HQ-17AE is not simply its range.
It is its mobility and reaction time.

A system such as HQ-17AE can accompany mobile formations, relocate relatively quickly, and provide local protection without depending entirely upon a distant fixed air-defence battery.
That makes it particularly valuable against low-level aircraft, helicopters, cruise missiles, and larger UAVs approaching defended areas.
Why HQ-17AE Matters for Pakistan?
Modern air warfare has demonstrated that possessing long-range surface-to-air missiles alone is not enough.

An air-defence network must survive attacks by:
- cruise missiles;
- low-flying aircraft;
- armed UAVs;
- loitering munitions;
- reconnaissance drones;
- saturation attacks; and
- precision-guided weapons.
This is where a system such as HQ-17AE becomes important.
It can function as a lower layer beneath Pakistan’s longer-range air-defence systems, protecting air bases, command facilities, radar installations, logistics centers, and other high-value military assets.
The system’s ability to detect and engage low-altitude targets is especially relevant because terrain and radar-horizon limitations make low-level threats difficult for high-altitude and long-range systems to deal with efficiently.
KORKUT — The Gun Layer
The second major system publicly displayed is Türkiye’s ASELSAN KORKUT 35mm self-propelled air-defence gun.
KORKUT represents a different philosophy from HQ-17AE.
HQ-17AE uses missiles.
KORKUT uses 35mm automatic cannon fire, supported by radar and electro-optical target acquisition and tracking.
This distinction is strategically important because firing an expensive missile against every small drone is economically unsustainable.
A modern air-defence network, therefore, needs cheaper gun-based interceptors for short-range threats.
KORKUT is designed to engage low-altitude aerial targets and can employ programmable ammunition. Contemporary reporting on Pakistan’s system identifies it as a 35mm KORKUT configuration intended for mobile air defense against drones and other low-flying threats.
The reported effective engagement range is around 4 km, placing KORKUT below HQ-17AE in the defensive layer.

This gives Pakistan an important combination:
- HQ-17AE — missile layer
- KORKUT — gun layer
That is already much more useful than relying upon one type of interceptor.
- ŞAHİN — The Counter-Drone Layer
The third system is Türkiye’s ŞAHİN 40mm counter-UAS turret.
Its importance lies in the changing character of warfare.
The threat is no longer limited to fighter aircraft and ballistic or cruise missiles. Small UAVs have become an inexpensive way of conducting reconnaissance, artillery spotting, electronic warfare, and precision attacks.
A relatively inexpensive drone can force an opponent to expend a much more expensive missile.
That economic imbalance is one of the greatest problems facing modern air defense.
The ŞAHİN concept addresses precisely this problem by providing a dedicated counter-UAS layer around sensitive installations.
Consequently, the combination of HQ-17AE + KORKUT + ŞAHİN should not be viewed as three unrelated purchases.
It makes more sense as a multi-tier, short-range defensive architecture.
How the Three Systems Complement Each Other
A simplified picture of the emerging architecture would be:
Longer-range air defense
↓
HQ-17AE — missile interception
↓
KORKUT — 35mm gun defense
↓
ŞAHİN — dedicated counter-UAS protection
The precise operational arrangement remains classified, but the logic is straightforward.
A larger or faster threat can potentially be engaged farther away by the missile system.
A threat penetrating the outer layer can be engaged by the gun system.
Small drones and low-cost UAV threats can be handled by the specialised counter-UAS layer.
This is exactly the direction in which modern air defense is moving.
Pakistan vs India — The Emerging Short-Range Competition
The comparison with India is unavoidable.

India possesses a much larger and more diversified air-defence inventory. Its architecture includes systems such as Akash, QRSAM, Barak-8/MRSAM, S-400, and a variety of shorter-range guns and very short-range systems. India is also developing increasingly sophisticated indigenous counter-drone capabilities.
Therefore, Pakistan’s acquisition of HQ-17AE, KORKUT, and ŞAHİN does not mean that Pakistan has achieved numerical parity with India’s entire air-defence structure
That would be an incorrect conclusion.
The significance is different.
Pakistan is strengthening a particular vulnerability: the defense of critical military targets against low-level, low-cost, and massed aerial threats.
India has also recognised the same problem.
The Indian military’s development of layered air defense reflects the same basic lesson: one can not protect a modern air force and its infrastructure merely by deploying a few long-range missile systems.
HQ-17AE vs India’s Short-Range Threat Environment
The HQ-17AE occupies an interesting position when compared with India’s short-range and short-to-medium-range systems.
India’s Akash family generally offers greater engagement range than HQ-17AE. The older Akash is commonly associated with an engagement envelope around 25–30 km, depending on variant and source, while newer Indian systems are intended to extend that capability further.
So HQ-17AE should not be presented as a replacement for Akash or India’s longer-range systems.
Its advantage is different.
It is a highly mobile point/short-range defense system designed to stay close to the formation or asset it protects.

In an Indo-Pak conflict, that mobility could become particularly valuable.
The Lessons of the Drone Age
The most important lesson of the wars in Ukraine and the Middle East is that air defense is becoming a battle of cost, quantity, and endurance.
An enemy does not necessarily need to destroy an air-defence system with one sophisticated missile.
It can attempt to overwhelm it.
Ten, twenty, or even hundreds of relatively inexpensive drones can create a dilemma:
Should a defender spend a million-dollar-class interceptor against a cheap drone?
If the answer is yes, the defender may win the tactical engagement but lose the economic contest.
If the answer is no, the drone may penetrate.
This is why systems such as KORKUT and ŞAHİN are strategically important.
They provide lower-cost engagement options, while HQ-17AE provides a more powerful missile layer for more demanding targets.
What This Means for Pakistan’s Air Bases
For Pakistan, the protection of air bases is particularly important.
The country’s combat power is heavily dependent on the survivability of a relatively limited number of major air bases and supporting facilities.
A modern adversary does not necessarily have to destroy an aircraft in the air.
It can attempt to destroy:
- runways;
- aircraft shelters;
- fuel infrastructure;
- radar installations;
- command centers;
- ammunition storage;
- communications nodes; and
- logistics facilities.
A layered short-range defense network gives Pakistan another opportunity to defeat such attacks before they reach the target.

This becomes especially important against cruise missiles and armed drones flying at low altitudes, where detection and reaction time may be limited.
The Strategic Message to India
The appearance of these systems also sends a message beyond their immediate tactical capability.
Pakistan is signaling that it is adapting its air-defence architecture to the realities revealed by recent conflicts.
The message is not simply: “Pakistan has bought another missile system.”
The deeper message is: “Pakistan is building multiple layers of defense against the full spectrum of modern aerial threats.”
That includes manned aircraft, cruise missiles, UAVs, and loitering munitions.
India, meanwhile, is pursuing its own layered architecture and has significant advantages in defence-industrial scale, inventory depth, and indigenous development.

Therefore, the Indo-Pak air-defence competition is increasingly becoming a competition not merely between individual missile systems but between integrated networks of sensors, command systems, electronic warfare, missiles, guns, and counter-drone weapons.
A New Era of Air Defense
The unveiling of HQ-17AE, KORKUT, and ŞAHİN is therefore more important than the specifications of any individual system.

The real significance lies in integration.
A modern air-defence system must detect the threat early, classify it correctly, select the appropriate weapon, engage it at the most economical point, and remain capable of fighting the next wave.
That is the challenge of the drone age.
Pakistan’s Defense Day 2026 display suggests that Islamabad is responding to this challenge by combining Chinese missile technology with Turkish guns and counter-UAS technology.
The HQ-17AE provides the missile shield.
KORKUT provides the gun shield.
ŞAHİN provides the counter-drone shield.
Together, they represent another step toward a more layered, mobile, and economical short-range air-defence architecture for Pakistan.
Conclusion
The strategic balance between India and Pakistan will not be determined by a single weapon.
It will be determined by who can better integrate aircraft, missiles, radars, electronic warfare, drones, counter-drones, and air-defence networks into one operational system.
The public appearance of the HQ-17AE alongside KORKUT and ŞAHİN on 7 September 2026 therefore deserves attention.
HQ-17AE is not Pakistan’s answer to India’s entire air-defence network—and it should not be portrayed as such.
But as a mobile short-range missile system, combined with Turkish gun and counter-UAS layers, it can close an important gap.
In the increasingly contested skies of South Asia, the future belongs not simply to the side with the most powerful missile.
It belongs to the side that can build the most resilient and economical layered shield—one capable of defeating not only the fighter aircraft of today but also the drones, loitering munitions and cruise missiles of tomorrow.
