Why are the Citizens of Tehsil Chunian Deprived of the Basic Human Right to Clean Water? | Baaghi TV

By Mian Adeel Ashraf.

“Those who knock on our doors, begging for votes in the streets,

Leave the thirsty public to writhe in agony and vanish into thin air.

Government pipes no longer carry water; they flow with deadly disease.

What kind of rulers are these, who fail to provide even clean water to their people..!”

Chunian a historic, ancient city holding the status of a tehsil with a population exceeding 100,000 is facing a tragic reality. Today, this entire city stands completely deprived of the most fundamental human necessity: clean drinking water. While the provision of safe water is deemed the foremost responsibility of the state globally, citizens in various cities and villages across Pakistan remain starved of this basic blessing.

For the people of Chunian, Ellahabad, Kanganpur, and Changamanga, this core human need has been reduced to an unattainable dream. The underground water table in Chunian city is naturally brackish and saline, leaving water filtration plants or a structured water supply system as the only viable solutions. Yet, tragically, filtration plants here are virtually non-existent, and the few that do stand are shut down due to the sheer incompetence of the local administration.

To make matters worse, the flawed water supply infrastructure has pushed the crisis over the edge. The water supply pipelines laid across Chunian city are leaking at multiple points. Consequently, filthy, foul-smelling sewage water from open drains seeps directly into these ruptured supply lines and flows straight into the citizens’ homes. The inhabitants are forced to consume this contaminated, toxic water. Those who drink it fall prey to fatal waterborne diseases such as typhoid, hepatitis, kidney failures, and severe gastrointestinal disorders. Medical science explicitly proves that over 50% of human illnesses stem from the consumption of polluted water, yet the public of Chunian is being deliberately and unceremoniously pushed into this deadly quagmire by the authorities.

The true perpetrators of this criminal negligence are the public representatives, assembly members, and the self-proclaimed leaders of civil society who crawl into the streets of Chunian, Ellahabad, Changamanga, and Kanganpur to beg for votes during election season. Regardless of their political affiliation, whether they are an MNA or an MPA, a deathly silence overtakes them the moment they secure their seats in the legislative assemblies. They have never raised their voices on the assembly floor regarding this grave grievance of the thirsty public, nor have they ever taken a single concrete step to address it at the local level. The priorities of these public representatives revolve strictly around personal and political gains, completely sidelining public health. As for the district and tehsil administration, from the Deputy Commissioner (DC) and Assistant Commissioner (AC) down to the Municipal Committee officials, everyone is enjoying a deep slumber in their air-conditioned offices.

Countless public protests, echoing outcries on social media, and persistent media reports have all failed to awaken these silent spectators. The public has been left entirely at the mercy of fate, while a handful of bureaucrats play fast and loose with the future of the entire region.

When the central city of Chunian, with its population of over 100,000, is stripped of this fundamental amenity, the plight of Ellahabad, Kanganpur, Changamanga, and hundreds of adjoining villages becomes entirely unmentionable.

It appears the government does not even view the millions living in these rural setups as human beings. The residents there are still forced to fetch water from distant areas or push their children into the jaws of death by consuming water with dangerously high Total Dissolved Solids (TDS) levels. When analyzing global development, even the most impoverished nations provide free drinking water as a basic state service.

Yet in Pakistan, despite empty claims of a modern era and an abundance of underground water nationwide, entire cities are left begging for a drop of drinkable water. This stands as the ultimate testament to a failed system. Who is responsible for this catastrophic crisis? Who will resolve it, and for how long will the people of Chunian and its outskirts continue to ingest this slow poison? Shockingly, if the public blocks roads or protests against the violation of their rights, police FIRs are swiftly registered against them. If the state has completely abandoned its constitutional duties, where are the citizens supposed to go?

The subsoil water of Chunian city is utterly unpotable due to its high salinity. However, when the water quality was checked using TDS meters across various towns and villages of the tehsil, the readings consistently ranged from 400 to 600 ppm (parts per million)—levels highly hazardous to human survival. The collective population of Tehsil Chunian, exceeding 900,000 people, is being systemically starved of clean water. Consequently, the citizens have placed their demands not just before the Government of Pakistan, but also before international humanitarian organizations, urging them to dispatch teams to inspect the water quality on the ground.

The public has made a fervent appeal to Government of Pakistan and international bodies, particularly the World Health Organization (WHO) and UNICEF, to take immediate notice of this severe humanitarian crisis in Chunian.

These international agencies must intervene, conduct independent laboratory tests on water samples, and expose to the world how citizens are being fed a “slow poison” by being deprived of their foundational rights.

Simultaneously, the citizens demand that the Government of Punjab, Chief Minister Maryam Nawaz Sharif, Chief Secretary Punjab and the Secretary of Public Health overhaul the Chunian water supply lines on an emergency basis, reactivate dysfunctional filtration plants, and install new units.

Furthermore, clean water schemes must be launched immediately for Ellahabad, Kanganpur, and Changamanga. If the Public Health Department and local administration lack the competence to execute these basic developmental tasks, the entire incompetent staff deployed at the tehsil and district levels must be dismissed. The public tax money squandered on the luxuries and salaries of these officers should instead be diverted to local water supply projects.

Safeguarding human lives by providing clean water must become the state’s absolute priority. Water provision is not a luxury; it is the ultimate responsibility of the state and the fundamental right of every citizen. Depriving citizens of this right turns the state into an oppressor.
